I have a client which is going through the setup of their development environment.

As for TFS, there are three options that look like this..

1. TFS Express, use for very small teams and must be used with SQL Express. A free option.
2. Buying TFS retail… comes with a limited license for SQL Server and 5 cals. You will probobly need more cals 🙂
3. Getting TFS through MSDN. The organisation can install one TFS server with one SQL Server that can be used by people who have valid MSDN licenses.

Don’t forget that there is also Visual Studio Online, which is a hosted cloud TFS by Microsoft, where each MSDN license will give you access play with https://www.visualstudio.com/. My preferred option 🙂
